The LI/EIEC rebate level is available to applicants who operate in or serve low-income or Equity Investment Eligible Communities. Even if you don’t qualify for the higher-tier rebate, the standard incentives can significantly reduce your upfront investment.

Two Ways to Apply: Before or After You Buy


One of the most notable advantages of the ComEd rebate program is flexibility. There are two different ways to apply, depending on where you are in your purchasing process.

Point-of-Sale Rebate

If you are looking for your EV, you can apply for a point-of-sale rebate through a participating dealership. Here’s how it works:

  • Work with a registered dealer or OEM to select your qualifying EV.
  • The dealer submits a voucher application for the rebate.
  • If approved, you pay the purchase price minus the rebate amount.
  • Take delivery of your EV within 12 months or before the program ends (whichever comes first).
  • The dealer completes the paperwork to receive reimbursement.

This process gives businesses a direct financial benefit upfront—no waiting for reimbursement, no hassle.

Post-Purchase Rebate

Already bought or leased your EV? You’re still in luck. Businesses and public agencies can apply for a post-purchase rebate within 90 days of delivering a qualifying vehicle.

  • Purchase or lease your electric vehicle at full price.
  • Submit your rebate application within 90 days of delivery.
  • Once approved, you’ll receive reimbursement directly.

This path is ideal for organizations that have recently purchased and want to take advantage of the available funding retroactively.

Who and What Qualifies?


Before applying, ensure your organization and vehicle meet the eligibility guidelines.

Customer eligibility includes:

  • Businesses or public-sector entities with a commercial account through ComEd.
  • Third-party logistics providers that operate on behalf of qualifying customers. These may include bus operators, yard management companies, or fleet service providers. Certain documentation is required to verify eligibility.

Vehicle eligibility includes:

  • Only battery-electric vehicles (BEVs) are eligible—no hybrid, plug-in, or hydrogen-powered models.
  • Vehicles must be registered for on-road, business use.
  • Each vehicle can only receive one rebate—new, used, or repowered.
  • Leased vehicles must have a minimum term of 36 months.


To promote broad access, no single customer or service provider can receive more than 5% of annual rebate funds in each vehicle category.
